UPDATE: Doesn't work :( Water leaks out the shaft on top. I will have to plan for some sort of rubber washer to minimize that - Back to the drawing board. If anyone wants to tinker with the Fusion 360 file here is the public link: https://a360.co/2JdQGrr Designed to be used with 1/2" inner diameter no PSI soaker hose off of a rain barrel. I wanted a way to shut off certain area's without shutting the whole system down. I am still working on this so I don't expect it to work perfectly. I had to sand it quite a bit to get everything together but I wanted a tight fit to make it as waterproof as possible. I used CA glue around the outer perimeter of the lid and to glue the handle on to the shaft.
