10mm bearing update on indirect laser filament monitor

This is my further modification of the indirect laser filament monitor to accommodate 10mm diameter bearings (623zz), which are easily available. I have also made the bottom section spring loaded so that the tension on the bearing can be adjusted. The hinge part is also thinner and more flexible; the springs provide the tension to grip the filament. I have used petg for this part to allow more strength and flexibility. This arrangement also allows the fitting of a small piece of ptfe tubing on the input side, which controls the path of the filament, making loading filament easier. Part 1, which holds the monitor itself, is unchanged from the previous version, but I have included the .stl file for convenience.
