All NFA rules apply. Under current rules, an end-user can create replacement parts, however, that means destroying one and making one in sequence so that you never have more than the original number of wipes for the suppressor design. You cannot make "spares" in preparation. Old wipes must be destroyed by cutting them into at least 3 pieces. applications: I believe the Thompson Machine Poseidon, GemTech Aurora/Aurora 2, and GSL Boss all use 1" wipes. A polyurethane/urethane suppressor wipe cutting tool for 1" wipes, preferably transparent/translucent polyurethane/urethane. It is two pieces, a base, and a cutter holder. The base can be used separately as a guide/holder. After destroying one wipe, cut your replacement wipe, probably with a 1" punch, then place the wipe on the base (picture taken while repacking/refurbishing/replacing parts, no extras were created for the purposes of photography) You can use a regular XActo now and free-hand it using the guide. If you use the cutter, you have to align the four blades to match the cutting guide cross/X, then slowly press down (to ensure it's not snagging or that the view you had in starting the X was off due to distortion), don't "hammer" it. Then use a thin tool to work the wipe off the cutting blades, if you use your hands, you'll probably cut yourself. I found caliper blades work really well for this, assuming you have one laying about. You can also use a pocket knife blade but you'll have to slowly work around to each wedge to wiggle it off the cutter.
