This is an 1inch tall wheel with a 3mm D shaft hub. It's made to be used with 2, 1 inch tall lego tires (model #3483) Which can be bought on "brinklink". The wheels usually fit pretty snug on the shaft, however you will want to use a fart of hot glue to make sure they don't slide off.
