This is a plastic insert to create snap caps (inert / training rounds) from empty shells for 9mm handguns. Unlike from other snap caps, this one REALLY WORKS and will serve you for years. Tool is is required to put insert into empty shell. I used locksmith's vice. Tool was sized precisely to cover "outer part of a bullet". If you have shorter empty shell, maybe you need to leave 0.3mm of space.
