A popular piece of equipment for ab exercise. An M8 threaded rod and two nuts are used to support the handles and tighten them together. There are hexagonal holes in the handles so no tools are needed for assembly. I would also recommend greasing the inside of the wheel slightly to prevent the plastic from binding and facilitate smooth operation.
