A 1:18 scale (unless you change that) action figure of the delegate from Alpha Centauri from the 3rd Doctor's adventures on Peladon. Each limb is poseable. The clothing (cape) is not included, as I intend to make this out of cloth (I would prefer vinyl but I don't have the equipment to do that). So that's up to you. An idea, if you have the time and equipment: make a mould from the cast arms, then cast them in rubber or "gumby" type plastic with wires inside to make them "bendy tentacles". Use dark green material to avoid painting them, or use a flexible paint so it doesn't crack.
