This is a 5.25 drive rail used in Antec PC cases (at least the one I have). It didn't have any so I modeled it after one I pulled from another similar case. It's designed to to be a friction-tight fit hence not having a clip to hold it in place. It can be sanded lightly to make it easier to initially slide into place.
