This concept's motivation came from one of the most energy efficient living being, the Jelly Fish. I believe the current technology could afford the use of artifical muscles to perform similar propulsion to the Jellyfish. For short energy impulses, the muscles respond and making vortices around the head. Also the lower tentacles would be able to conserve energy from water currents which makes the probe self-sustaining. The probe may contain several sensors for the environment exploration or mission.
