This is a text fixture designed to test items made to infants to ensure they are not a choking hazard. I use this to ensure that any baby rattles I make on the lathe, or assistive devices we make for kids with disablities, don't pose a choke hazard. Place the rattle or toy in the opening in the test fixture (in the position that makes the rattle most likely to go through the opening.) If any part of the rattle goes all the way through the opening without being pushed or pulled, the rattle fails.
