This is 2d-Art. There is a 0,4mm base and 0,4mm drawing printed on top. It is meant to be printed with 0,2mm layer height. Slice it in Cura or superslicer, prusaSlicer and configure a Change filament before the details - layer. then start the print with transparent or white or whatever you prefer as base color and later change into the draw color: red or blue or whatever. This one has 3 base layers and then 3 details layers on top. I was experimenting, placing the thing in cura with negative z - values, interrupting the print so the girl was just with a colored outline while the ballons were full.
