Print in something strong (Polycarbonate or ASA or similar), in the orientation the parts are in the model for maximum strength, without supports. Clean up the parts and snap them together, with the teeth on the latch pointing towards the belt stopper body. You'll need quite a lot of force, I found it easiest to push one side on and then wiggle the latch around the axle while pushing down. Pull the end of the belt (25mm, typically found on shoulder straps of backpacks) with the thicker part pointing towards the adjuster through the stopper and close the latch while pulling the stopper downwards, so it closes more easily/firmly. Lift the latch to open again.
