This piece is meant to go around your 25.4mm handlebars to allow it to be secured by a stem meant for a 31.8mm stem. This is not a good long term solution. !!!!!!!!!!!!!!!100% INFILL ONLY!!!!!!!!!!!!!!!!!! I had an issue while slicing with concentric infill. concentric infill prints much quicker for this print, how ever the issue i ad is that it was slightly hollow in the middle. my solution was to increase the line thickness of the infill from 0.45mm to 0.55 mm
