This is a black powder dispensing device from around 1760, it will give a measured amount of powder each time by simply placing your forefinger over the measure nozzle with the flask inverted, operating the valve lever once allowing powder to fill the nozzle, turn the flask back to upright and there you have it, a precise measurement each time.
