This is the first Amazon Dash accessory to be made available on Thingiverse - or at least the first one to be appropriately tagged as such. The idea here is that when you get a new bundle of paper towel rolls, you jam the Bounty Buddy into one of the rolls designating it as the 'last roll'. When you finally get to the last roll you hit the button and a drone delivers you new paper towels, or a UPS driver depending on where you live and what decade you're living in. The shroud protects the button from accidental orders, but is not necessary.
