Cart handle latch

<p>My wife's little red cart handle latch broke, and she was using a strap wrapped around it to keep it closed up. So I redrew it, a little beefier than the original and attached it. A little tighter fit, but it won't go anywhere when latched in.</p> <p>I used M4x25 bolts to attach.
