Maritime transportation was served in part by building a network of lighthouses and land communication by building roads to connect larger cities and towns. The maintenance of the roads was the responsibility of the road menders or road laborers, a body of public employees who traveled the road daily to discover and promptly correct the damage. The road menders and their families lived in duplex stone and brick houses built near the road. Of the 47 Spanish road mender houses that remained in Puerto Rico in the early 1920s, 21 have been lost due to neglect, extensive remodeling, and widening of roads.
