This is Curiosity like snow wheels for Quanum Vandal / VRX Spirit / FTX Vantage 4WD buggy. It has 12mm internal hex, 4mm hole for the shaft and should fit a hub with at least 15mm protrusion. They are 11.7cm in diameter and 8cm in width. It is needed to use only touching buildplate support for the central part of the wheel, another internal and outer parts could be printed without supports.
