The Dell Optiplex 790 SFF's IO Shield is built into the case. Because I wanted to reuse its motherboard with a different case, I had to make an IO shield that would match the original pattern. I have updated the template after testing it on a case and adjusted positioning as well as made most holes larger so plugs would fit easier. NOTICE: The 8x8mm square between the PS-2 sockets and the VGA I/O is for the original power button for these Optiplex model. If you managed to connect your case's power button to the motherboard, you will not need it.
