If you try to put double 56145 wheel on a 32209 axle you will notice that this axle is too short for that. The outer wheel tends to come off. But if you put this redesigned wheel on that axle you will also be able to add two Lego Technic bushes (4265c) to make sure that the outer wheel will not come off.
