Paint the parts first if you want and then assemble, to make the process easier for YOU. Designed to have moving parts, such as rotating turrent, elevating barrel, moving wheels etc. These are designed should you want to have a set of these, but with different apperance. It's basicly the same model, but hugely upscaled. It's possible to scale the STL files, but you have to remember, the tolerances will also scale up, so some parts might sit loose then.
