This part is a drop-in replacement for the stock roller bar that the Ender 3 comes with to hold the filament. The only significant difference is that it is shorter than the stock bar, so that the filament spool cannot slide around. Initially this was done for aesthetic reasons, however, I've found that if I am running very high acceleration prints, this bar cuts down dramatically on vibrations caused by the unconstrained filament roll (especially if the roll is full). When you use the longer stock rod, the weight of the spool is further from the supporting bracket, causing it to vibrate more. With this modification, there is much less vibration during high-acceleration printing.
