These are replacement knobs that were designed to prevent the bed level from shifting due to inadvertently bumping the stock Ender 3 leveling knobs. Once the knobs and lock washers are installed the bed can still be adjusted, but the teeth in both the knob and the washer provide a tactile click, and prevent slippage. If using the "Bed Level Visualizer" plugin for Octoprint (description here: https://plugins.octoprint.org/plugins/bedlevelvisualizer/), each click represents about 0.027mm of bed rise/fall, so about 4 clicks per tenth of a millimeter.
