This is a Fidget Spinner Cube. I saw something similar on the web and decided to design one myself. Now you can fidget in 3 dimensions! There are 2 different sets uploaded: One is the default with basically 0mm tolerance i.e the holes are exactly 22mm The second one has .05mm tolerance i.e the holes are 22.05mm in diameter.
