Filament monitor mounting bracket for 2020 rail

This is based on Filament Progression and Runout sensor (Optical Endstop and Encoder Wheel) by Fractalengineer. Specifically, it is based on the bracket for the sensor. I just copy/pasted the dovetail design of the slide-in mount and added on a 2020 mounting bracket that fits my Creality Ender 4. May fit other printers of similar design, where the spool and extruder is mounted to a vertical 2020 rail.
