This is a cable housing or hydraulic line guide for a bicycle. It is intended to be heat-fit to the bike to fit the diameter of the tube it's being strapped to for a perfect fit. This is designed for a 5mm hydraulic line, but I'm sure other diameters will work as well since it's open-ended. The outer two holes are for zip-tying the guide to the bike frame, and the middle hole is for securing the housing/line. The guide may slide on the frame some, depending on how tight the zip-ties are. If this is the case, a rubber back or a dab of hot glue will help increase friction and hold it in place.
