This thing is a plug for Heckler & Koch VP9 magazines intended to change 15 round magazines into 10 round capacity, for the purpose of making said magazines legal for New Jersey and other US states where semi-automatic pistol magazines are restricted to 10 rounds. Installation should be simple, it's resigned to be drop-in - remove the base plate of the magazine, insert this plug into the bottom and reinstall the base plate. You will have to cut notches in the lower spring retainer (plastic) to allow it to move past the grooves in the sides of the magazine. The plug takes up enough space to prevent 5 rounds from being loaded.
