This is a spare part for the IKEA HUVÖN parasol base to adapt the inner diameter of the stand-up pipe to the outer diameter of the parasol. It was originally designed for the former IKEA parasol base which was also made of concrete. (I don't remember it's name.) It's inner diameter of 38.8 mm fits to most of the IKEA parasols as far as I know. (There are some with a diameter of 44.8 mm. The sketch has to be redesigned for those.) It has an outer diameter of 55.9 mm to fit into the stand-up pipe. The cut out on the side has to be aligned with the latch of the stand-up pipe to fix the parasol at its base.
