I opened the image in "Gimp" graphics editor and changed the background to white. Then I just went to "Microsoft's 3D Builder" and uploaded an image. I used the Height Map setting, I set the "Levels" to 256 and the "Smooth" to one. I turned the "Inverse" to on.
