This is a 90 degree tripod adapter made for the Kodak SP360 spherical camera. I didn't like the fact that you couldn't mount it in vertical mode on a tripod so I went ahead and made an adapter complete with a place to put a 1/4 inch nut in to connect to the tripod. I'll post a YouTube video about the process of embedding the nut shortly.
