Under an artificial full load across all 4 CPU cores (this was an i7 Mac mini) with the blower fan locked at a constant speed, the M3 reduced core temperatures by up to 10%. I highly recommend iStat if you're using your mini as a home server as it allows you to define custom fan curves.
