The 2019 Mac Pro is extremely over-engineered, but the optional wheels are very low rolling resistance, and do not lock. The simple answer, to keep your very expensive computer in place is to have a set of wheel chocks. These are designed to easily slip around the wheels when the computer is in the desired place, holding it in place.
