This is a cord organizer for a 30W MacBook Air USB-C power adapter - A2164. The piece snaps in place around the power adapter. It snaps over the power adapter with moderate effort but it is quite difficult to remove with only two hands. The cord organizer can be left on while the unit is plugged in so you shouldn't need to remove it. I attached the Autodesk Fusion 360 file if you want to edit/remix it.
