Magnet motor

My thought was to glue small round cylinder magnets in to the holes, flush with wheel surface, with all the north poles to the outside. Then they are geared to point at each other as the wheel is turn around. The force is canceled out because both side are equal. But then I was going to insert some type of a material or some thing between the magnets on one side only to stop some or all of the force. then in return the other side can drive the wheels.
