This is a SATA to IDE converter bracket for the original Xbox. Its purpose is to keep the adapter in place during shipping, and to act as a protective barrier against accidental shorting of the MOLEX input solder points on the back of the board. Designed to fit the cheap (less than $4) Chinese adapters you can buy on eBay and Amazon. Based on a design that only fits Western Digital drives, this new design is supposed to trade some of the mounting rigidity for more of a universal fit. I have not had the chance to test this on drives other than Hitachi ones, but it may be much more universally fitting to a variety of manufacturers.
