PC Engine / TurboGrafx CD Jewel Case Entire lower replacement for HuCards

This replaces the entire inner and lower parts of a CD Jewel case (only using the lid or the original case) to house PC Engine / TurboGrafx HuCards. This style is closer to the original way NEC packaged games, but it doesn't allow reverse artwork. I've uploaded a version that just replaces the inner part of the Jewel case so you can use reverse artwork. Updated to fix an issue with the base not being flush to the build surface - Thanks to Cyph for bringing it to my attention
