PCIe full height bracket for half height card

This is a full-height PCIe bracket with tabs for a standard half-height card. It should be usable with any card that uses the standard half-height mounting holes for tabs on the back side of the card. It should be relatively easy to edit the original FreeCAD file to adjust the tabs for full-height cards and/or cards where the tabs attach to the front of the card. It should also be straight-forward to add cutouts for ports or venting. Versions with and without an upper flange (which adds some additional rigidity and is present on many OEM brackets) are provided. The small angled 'nubs' on the short 'arm' of the bracket have been omitted, as these are a) extremely difficult to model and b) beyond the capabilities of many general-purpose manufacturers.
