The file named with "Outer" goes on the "Screen side" of the cuff, and would be on the outside of the forearm and the "inner" file goes on the inside of the forearm, Both would be with the Pip-Boy oriented as if you were looking at the screen, as worn on the left arm. narrow ends of the wedges towards the wrist.
