For a production of _Arsenic & Old Lace_, these are a replica of an early precursor to modern handcuffs. A police officer would wrap these around a suspect's write and twist them tightly to cause some pain and get the suspect to comply. The STL is one half of the handle. Four copies are needed to make one twister.
