Pressure meter uses basic hydraulic formula P=ρgh (pressure at the bottom of liquid column is equal to the product of density, gravity and height of the column). Measurement unit is cm H2O. Regarding action-reaction rule, pressure above the surface of water is equal to the pressure at the bottom of liquid column, so the height of the column is equal to pressure given in cm H2O.
