The clip was created to attach a standard 120x120x25mm fan to a heater to increase its heating output . Fan type example: https://www.amazon.de/gp/product/B08HLK92CQ When powered with a supply voltage of 5V (via e.g. a USB power supply), the fan spins almost noiselessly. Power cables can be fixed to the eyelets of the fan cage using cable ties. Two clips are required per fan. For a firm connection, the clips must be pushed from below between the ribs of the heater. The design is made for an inner distance of the radiator side elements of 75mm. The distance can be adjusted by moving the retainer taps.
