The RPI PowerPack board like this http://www.raspberrypiwiki.com/index.php/RPI_Lithium_Battery_Expansion_Board_SKU:435230 lacks a "big" capacitor in order to prevent the Raspberry Pi to restart whenever the main runs out. This tool is a little holder for a 220 mF capacitor (the inner diameter is 12.3 mm) that can be soldered across the third little capacitor above the USB as shown in the picture with the green arrow. The additional washer is to lift the two supports that are not used by the holder.
