The wheels will not be centered when the inner wheel is placed inside the outer wheel, orient them as depicted in the picture, otherwise the pins may not have enough room to rest when the wheels are scrambled cryptex slider with base should have 4 pins in total, each long enough to fit in the slider, the inner cylinder with base, and the inner wheel, but not so long as to hit the outer wheel
