This is a mounting bracket for the uxcell JSX-370 series of electric gearmotors. I really like these motors; they're inexpensive and available in a huge variety of voltages and gear ratios from Amazon (https://www.amazon.com/gp/product/B01MZWPBXU). The mounting bracket has four holes that mate with the motor's built-in M3 screw holes. It should accept pulleys with a shaft outer diameter of up to 16mm. It contains two slides that allow it to be mounted and tightened. The slides accept 5mm or 10-32 screws.
