This tool is designed to be attached to the STIHL HLA85/86 extension pole saw with a carabiner. Together with a standard size 6mm diameter steel flat head drill bit pressed into the hexagon hole (as shown in pictures attached), the 13mm hex head unscrews the main case bolt to allow tensioning of the saw blade. The flat head bit tensions the blade and doubles as a cleaner of built up wood chip inside the case. Credit to Wrights-Designs for the original 13mm key wrench we remixed to suit this machine.
