It's the barrel of a Pelikan Super Pirat with a Comssa backplug modeled into one side and an opening that fits bic stick inserts on the other. Swaps right into your waterfall grips, or any other mod that uses a super pirat barrel. For best results, print with high perimeters (around 9 is recommended) in order to make the part strong and similar in weight to a normal Super Pirat body. If you're not fond of the finish, polish it down, or sand/apply clear coat. at .16 layer height, I found the finish to be fine as-is, but your mileage may vary.
