This is a bracket to hold a 60x25mm fan on top of the CPU heatsink on a Supermicro M11SDV-8C-LN4F motherboard (or any similar model with the same heatsink dimensions). This is designed so that the fan is "floating" above the heatsink, and the only touching parts are the legs which are mounted on the screwposts of the heatsink. The bracket is not really secured in any way other than gravity, and the small holes that rest on the screwposts.
