I've purchased a number of "tactical" flashlights from Amazon. Various brand names, but essentially the same light rebranded. Two different brands pictured. They feature an adjustable beam, which can be set for a very wide beam, which makes them ideal for hands on work. The cheapest version I've found includes 2 flashlights for $10: https://www.amazon.com/gp/product/B01M6E9UEO/ The holders can use two #6 screws to attach it. The one pictured was attached with some 3M VHB tape inside a storage bay on my motorhome. This particular bay only has cleaning supplies, and is always unlocked. I don't need a key to have quick access to the flashlight. One ring is larger than the other. The larger ring is the upper one to accommodate the bevel of the head of the flashlight. The tether can be left on the flashlight if you choose. Just drop it through the rings of the holder as the flashlight is inserted. I will probably make another version that uses rare earth magnets to secure the holder to metal surfaces. I've included the Fusion 360 file if you decide to modify it to suit your needs.
