This is a Tiller Clutch or Tiller Lock for use on a sailboat when you need to attend to a fouled sail or what have you, and can't leave the helm. Engage the lock and this will keep the tiller from wandering aimlessly. Pressure fit so that no screws are needed to fix this to your tiller! A stainless bolt/nut and line are all that is needed.
