This is an adapter for mega roll size toilet tissue installed on a Amazon Basics Toilet Paper Holder - Commercial Recessed. I can't find any regular size rolls and the mega rolls keep ripping while pulling the paper. This adapter centers the roll and allows it to freely dispense without tearing.
